William "Bill" Macdowell was born and raised in Flatbush, Brooklyn, New York. He became a paradox. His parents were the average middle class citizens who were not drinkers, but did indulge on occasion. His mother's parents were total abstainers, as was his father's mother. He never knew or heard of his grandfather on his father's side. His recollection is that both sides, as far as heredity is concerned, were not drinkers, and certainly not alcoholics.After High School, he joined the Navy instead of taking advantage of a scholarship to become a physical education teacher. The major reason for this change from the norm was alcohol. His drinking started at the age of seventeen and he was immediately cast into the role of an alcoholic.
From the age of seventeen, there was a radical change from the quiet, "nice kid," not known for a troublemaker, to an adult alcoholic. From 1947, age seventeen, to 1979, age 49, the downward plunge into the sea and quicksand of alcoholism cost him dearly.
Today, since 1979, he has abstained from alcohol, became an alcohol counselor, facilitates as a volunteer for alcoholics at hospitals and a local jail, and has counseled individuals who are DWI/DUI offenders.Remarried and living on the Treasure Coast located on the southeast coast of Florida in a prestigious country club, http://www.marinersands.com/ overlooking the third hole on the golf course, is far cry from the "chicken coop," a room, in a flea bag hotel he occupied on the New York Bowery when he was at his lowest ebb during his chronic alcoholism. Career Bill is not exactly a new comer to the construction industry. Bills career in the electrical construction industry spans a period in excess of forty years. He began working with his tools out of Local #25, I.B.E.W., Long Island, N.Y. After hanging up his tools he went on to become an estimator, purchasing agent, project manager and a partner in an electrical contracting company. Later he became the New York regional sales manager for a national computerized estimating company and eventually started a consulting estimating service.In 1988 Bill retired from the Department of Defense where he was employed by Naval Facilities Engineering Command, in San Francisco, CA, Charleston, SC, and Madrid, Spain. He was awarded two Superior Performance accommodations, the highest award given to civilians, and a letter of commendation from the commanding officer in charge of all Europe and Middle East construction projects. In Spain he spent two years as a cost engineer, eventually becoming the head of the cost engineering department, overseeing construction projects throughout Europe and the Middle East. He was a Value Engineering team member for projects national and international. Other overseas projects that he acted in an administrative capacity were: the Saudi Arabian National Guard Headquarters Complex, Riyadh, Saudi Arabia, a $230,000,000 project and the Ramon Air Base, Negev Desert, Israel. This project was the outcome of the Begin, Sadat and Carter treaty between Israel and Egypt. Both were on site, private company construction projects.
